REPUBLIC ACT No. 3534

An Act to Provide Funds for Buildings, Facilities and Operating Expenses of the Philippine Executive Academy Within the University of the Philippines and for Other Purposes

Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1. It is hereby declared as a national policy to improve the competence and performance of executives and administrators in the different departments, branches and subdivisions of the Philippine Government, and make available a pool of capable executives needed to accelerate the economic and social development of the country.

Section 2. Pursuant to this policy, the Philippine Executive Academy, which has been established under the Institute of Public Administration of the University of the Philippines pursuant to Section twenty-five of the Civil Service Act of 1959, shall be provided with the necessary technical and financial support for its development and operation at the highest possible level.

Section 3. A suitable parcel of land belonging to the public domain located in the City of Baguio or vicinity shall be made available by the National Government or any of its instrumentalities or political subdivisions for the site of the Philippine Executive Academy. Said parcel of land shall be deeded, transferred and assigned to the University of the Philippines for the Philippine Executive Academy.

Section 4. There is hereby authorized to be appropriated, out of the general funds of the National Treasury not otherwise appropriated, the sum of two million five hundred thousand pesos for the necessary buildings and facilities of the Academy. However, the sum of two hundred sixty thousand pesos is appropriated for the operating expenses of the Academy for fiscal year nineteen hundred sixty-three to nineteen hundred sixty-four: Provided, That the amount of three hundred seventy-five thousand pesos shall be appropriated every year thereafter, beginning with the next succeeding fiscal year, out of funds in the National Treasury not otherwise appropriated for the support of the Academy.

Section 5. The Board of Regents, on recommendation of the President of the University shall appoint and fix the compensation of the directing staff and other personnel of the Academy: Provided, That any law to the contrary notwithstanding, a person with outstanding qualifications, ability and experience as a senior executive, may serve as head of the Academy until the age of seventy years unless sooner removed for cause.

Section 6. The different departments, agencies and subdivisions as well as government-owned or controlled corporations of the Philippine Government are hereby authorized to utilize savings from any item or items of their appropriations to cover such fees, transportation and other necessary expenses as may be required of their participants attending the Philippine Executive Academy.

Section 7. The University of the Philippines may for the purpose of executive development obtain the service of professional or technical personnel of any agency of the Philippine Government to provide instruction, perform research, and such other activities as may be necessary. Such personnel may be given honorarium by the University of the Philippines upon recommendation of the head of the Academy, any law to the contrary notwithstanding.1âшphi1

Section 8. This Act shall take effect upon its approval.
