DECLARING THURSDAY, SEPTEMBER 20, 2001, AS A SPECIAL NON-WORKING DAY IN THE PROVINCE OF ILOCOS NORTE AND IN LAOAG CITY

WHEREAS, Josefa Llanes Escoda was the founder of the Girl Scouts of the Philippines and considered as one of the countrys most outstanding Filipino women who championed the cause of civil and social services;

WHEREAS, Thursday, September 20, 2001, marks the 103rd birth anniversary of the late Josefa Llanes Escoda;

WHEREAS, to memorialize her heroic exploits and Girl Scouts ideals which she passed on as legacy to the young girls of the Philippines, it is but fitting and proper to give the people of the Province of Ilocos Norte and Laoag City full opportunity to celebrate the day with appropriate tributes and ceremonies.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the power vested in me in Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Thursday, September 20, 2001, as a special non-working day in the Province of Ilocos Norte and in Laoag City.
