EXCLUDING FROM THE OPERATION OF PROCLAMATION NO. 361 DATED 27 APRIL 1994 WHICH ESTABLISHED THE MARITIME COMMUNICATIONS PROJECT SITE, SITUATED IN LOWER BICUTAN, TAGUIG, METRO MANILA, CERTAIN PORTIONS OF LAND EMBRACED THEREIN AND DECLARING THE SAME ALIENABLE AND OPEN FOR DISPOSITION TO QUALIFIED OCCUPANTS
Upon the recommendation of the Secretary of the Department of Environment and Natural Resources and by virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby exclude from the operation of Proclamation No. 361 dated 27 April 1994 which established the Maritime Communications Project Site situated in Lower Bicutan, Taguig, Metro Manila, certain parcels of land and declaring the same alienable and open for disposition to qualified occupants under the provisions of Act No. 3038, in relation to the provisions of Commonwealth Act No. 141, as amended, and Republic Act No. 730 under the administration of the Department of Environment and Natural Resources, subject to private rights, if any there be, and to final survey, which portions of land are more particularly described as follows:

Beginning containing an area of FIFTY FOUR THOUSAND EIGHT HUNDRED FIFTY EIGHT SQUARE METERS AND NINETY TWO SQUARE DECIMETERS (54,858.92) more or less, subject to final survey.
Such part of parts of the area herein declared open for disposition which are being used or earmarked for public or quasi-public purposes shall be excluded from such disposition. Except in favor of the Government or any of its branches or agencies, all lands disposed of under this Proclamation shall not be subject to alienation and encumbrance for a term of ten (10) years from the issuance of title in case of sale, or execution of contract in case of lease, nor shall they become liable to the satisfaction of any debt contracted prior to the expiration of said period; but the improvements on the land may be mortgaged to qualified persons, associations or corporations.
