DECLARING CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN BARANGAY ILANG, BUNAWAN DISTRICT, DAVAO CITY AS SOCIALIZED HOUSING SITE FOR DISPOSITION TO BONAFIDE OCCUPANTS IN ACCORDANCE WITH REPUBLIC ACT NO. 730, IN RELATION TO THE PROVISIONS OF THE PUBLIC LAND ACT (C.A. NO. 141, AS AMENDED)
Upon the recommendation of the Secretary of Environment and Natural Resources, and by virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby declare certain parcels of public land situated in Brgy. Ilang, Bunawan District, Davao City as Socialized Housing Site for disposition to the actual occupants, in accordance with Republic Act No. 730, in relation to the provisions of the Public Land Act (Commonwealth Act No. 141, as amended). subject to private rights, if any there be, and to actual future survey. The subject parcels of land comprising a total area of 184,605 square meters, more or less, are more particularly described as follows:

Mons.; and the rest by B.L. cyl. conc. mons.; bearings true; date of survey, January 9-10, 1970, and was approved, July 21, 1970.
Such part or parts of the area herein declared open for disposition under R.A. 730, in relation to the provisions of the Public Land Act, as amended, which are being used or earmarked for public or quasi-public purposes shall be excluded from such disposition. Except in favor of the Government or any of its branches or agencies, all land disposed of under this proclamation shall not be subject to alienation and encumbrances for a period of ten (10) years from the issuance of title in case of sale, or execution of contract in case of lease, nor shall they become liable to the satisfaction of any debt contracted prior to the expiration of said period; but the improvements on the land may be mortgaged to qualified persons, associations or corporations.
An Inter-Agency Committee to be composed of the HUDCC, DENR, PCUP, NHA, City Government of Davao and concerned NGO/PO shall be created to formulate the guidelines for the disposition and implementation of a comprehensive housing plan for the area.1aшphi1
