DECLARING THE PERIOD FROM SEPTEMBER 23 TO 29, 2001, AS NATIONAL CONSCIOUSNESS WEEK FOR THE VALUE OF TIME (PUNCTUALITY) AND RESPECT FOR THE RIGHTS OF OTHERS (CIVILITY) (LINGGO NG PAGPAPAHALAGA SA ORAS AT SA KARAPATAN NG KAPWA)

WHEREAS, punctuality and civility are two indispensable virtues that our citizenry must possess if we are to aspire for a peaceful, prosperous and orderly society;

WHEREAS, there is a need for a new breed of Filipinos who make the most of their time and respect the equal rights of their fellowmen to their time and freedom;

WHEREAS, the Organized Response for the Advancement of Society, Inc. (ORAS) a non-governmental, non-profit and non-stock organization with membership from various sectors of society, has been in the forefront in promoting the national campaign for the transformation of the habit of our people in respect to their time and respect for the rights of others;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from September 23 to 29, 2001, as the National Consciousness Week for the Value of Time (Punctuality) and Respect for the Rights of Others (Civility) (Linggo ng Pagpapahalaga sa Oras at sa Karapatan ng Kapwa) under the auspices of ORAS.1aшphi1
