[ Proclamation No. 1208, November 19, 1973 ]

DECLARING THE PERIOD NOVEMBER 21, 1973 TO NOVEMBER 27, 1973 AS NATIONAL EMPLOYMENT DEVELOPMENT WEEK.

WHEREAS, the Philippines has, for the past quarter of a century, been following a narrow path of economic and social growth which benefitted a small sector of society resulting in grave social and economic problems;

WHEREAS, there is urgent need for reform in the economic development of the country to enable the unemployed to obtain gainful employment;

WHEREAS, the national economic development goal stresses on an employment strategy that will not only enhance further economic progress but will increase simultaneously employment and employment opportunities to benefit the majority of our people who have been by-passed in the process of economic growth;

WHEREAS, the programs on national employment development under the New Society require the unqualified support of both government and the private sector for effective implementation making it necessary for continued working rapport in order to accelerate our national programs;

WHEREAS, the Personnel Management Association of the Philippines, representing industry and the National Manpower and Youth Council representing government shall hold a national conference to focus on the critical problems of employment as a means to provide the thrust necessary for a more meaningful cooperation between private industry and government;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare November 21, 1973 to November 27, 1973 as “NATIONAL EMPLOYMENT DEVELOPMENT WEEK,” on the occasion of the 10th National Conference of the Personnel Management Association of the Philippines.
