DECLARING THURSDAY, JULY 1, 1971, AS a SPECIAL PUBLIC HOLIDAY IN SAN CARLOS CITY (NEGROS OCCIDENTAL) .

WHEREAS, Thursday, July 1, 1971, marks the charter anniversary of the City of San Carlos; and

WHEREAS, the residents of the City should be given the opportunity to celebrate this milestone in their City’s history with appropriate ceremonies;

NOW, THEREFORE, I, ROBERTO V. REYES, Acting Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Thursday, July 1, 1971, as a special public holiday in the City of San Carlos (Negros Occidental).
