[ Proclamation No. 654, March 8, 1960 ]

MAKING PUBLIC THE TREATY OF FRIENDSHIP BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE REPUBLIC OF VIET-NAM

WHEREAS, a Treaty of Friendship between the Republic of the Philippines and the Republic of Vietnam was concluded and signed by their respective plenipotentiaries in Saigon on April 26, 1959;

WHEREAS, the Senate of the Philippines by its Resolution No; 26, adopted on May 21, 1959, concurred in the ratification of the said Treaty in accordance with the Constitution of the Philippines;

WHEREAS, the said Treaty had been duly ratified by both parties, and the instruments of ratification of the two Governments were exchanged in Manila on January 21, 1960;

WHEREAS, it is stipulated in the said Treaty that it shall enter into force upon the exchange of the instruments of ratification;

NOW, THEREFORE, be it known that I, Carlos P. Garcia, President of the Philippines, have caused the said Treaty, a certified copy of which is hereto attached, to be made public to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the Republic of the Philippines and the citizens thereof.
