WHEREAS, the Philippines and its immediate neighbors are now fully aware of the unlimited potentialities of the tourist industry for bolstering their national economics and have embarked upon parallel programs of travel development and promotion work, to attract and induce more tourists to visit their respective territories; and

WHEREAS, the people of the Philippines, along with their neighbors in the Orient, are keenly desirous of doing their part in increasing people’s knowledge of each other’s history, culture, and progress through travel, and in promoting mutually beneficial relations among all sectors of mankind with a view to helping bring about peace, security, and abundance;

NOW, THEREFORE, I, Carlos P.
