DECLARING THURSDAY, JULY 23, 1959, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF BATANGAS AND CITY OF LIPA

WHEREAS, Apolinario Mabini, one of our national heroes and patriots, was born on July 23, 1864; and

WHEREAS, it is desirable that the people of this province be afforded full opportunity to celebrate the birthday of the brains of the Philippine Revolution;

NOW, THEREFORE, I, CARLOS P. GARCIA, President of the Philippines, by virtue of the powers vested in me by section 30 of the Revised Administrative Code, do hereby declare Thursday, July 23, 1959, as a special public holiday in the province of Batangas and City of Lipa.
