Proclamation No. 224

CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION

WHEREAS, the public interest requires that the Congress of the Philippines be convened in special session in order to consider urgent legislative measures;

NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby pall the Congress of the Philippines to a special session commencing at four o’clock in the afternoon of the fourth day of December, nineteen hundred and fifty, to consider measures necessary to carry into effect the Memorandum Agreement signed in Baguio on November 14, 1950, by the President of the Philippines and Mr. William C. Foster, as Representative of the President of the United Stated, recommending to their respective Governments a program cohering the nature and form of the assistance and cooperation which the Government of the United States would have to extend to the Government of the Philippines; to enact tax legislation and to adopt such other measures as will insure the financial stability of the Government of the Republic of the Philippines.

All persons entitled to sit as members of the Congress of the Philippines are requested to take notice of this proclamation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 23rd day of November, in the year of Our Lord, nineteen hundred and fifty, and of the Independence of the Philippines, the fifth.
