MALACAÑANG Manila BY THE PRESIDENT OF THE PHILIPPINES Proclamation No. 171 MAKING PUBLIC THE ACCEPTANCE OF THE INTERNATIONAL WHEAT AGREEMENT FOR THE REPUBLIC OF THE PHILIPPINES, SUBJECT TO CERTAIN RESERVATIONS. WHEREAS, an International Wheat Agreement was opened for signature in the English and French languages, at Washington, D. C, until April 15, 1949, and signed by the authorized representatives of forty-two countries, including the Philippines; WHEREAS, the objectives of the said Agreement are to assure supplies of wheat to importing countries and to guarantee markets to exporting countries at equitable prices; WHEREAS, the Senate of the Philippines, by its Resolution No. 12, adopted on February 15, 1950, has given its concurrence to the acceptance by the President of the Philippines of the International Wheat Agreement, with the understanding that nothing contained in the Agreement shall be construed as in any way curtailing or abridging the right, authority and discretion of the Philippine Government to distribute and allocate among the private importers in the Philippines the guaranteed purchases of the Philippine Government; WHEREAS, the said Agreement was duly accepted by the President of the Philippines, subject to the understanding contained in the resolution of concurrence of the Senate of the Philippines and the instrument of acceptance of the Government of the Republic of the Philippines embracing the said understanding, was deposited with the Government of the United States of America on February 27, 1950; and WHEREAS, pursuant to Article XX of the Agreement, the said Agreement will come into force with respect to the Government of the Republic of the Philippines on the date of deposit of its instrument of acceptance, to wit, on February 27, 1950; NOW, THEREFORE, be it known that I, Elpidio Quirino, President of the Philippines, in pursuance of the aforesaid concurrence of the Senate of the Philippines and subject to the understanding that nothing contained in the Agreement shall be construed as in any way curtailing or abridging the right, authority and discretion of the Philippine Government to distribute and allocate among the private importers in the Philippines the guaranteed purchases of the Philippine Government, do hereby make public the acceptance of the Government of the Republic of the Philippines of the International Wheat Agreement, a certified copy of which is hereto attached, which was open for signature in the, English and French languages at Washington, D. C., until April 15, 1949, and had been signed by the authorized representatives of forty-two countries, including the Philippines, to the end that the same and every article and clause thereof may be observed with good faith by the Republic of the Philippines and the citizens thereof. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
