Proclamation No. 522

PUBLISHING "ORDERS, REGULATIONS, AND DETERMINATIONS UNDER THE SUGAR ACT OF 1937 REINSTATED" PUBLISHED ON JANUARY 3, 1940 BY THE SECRETARY OF AGRICULTURE OF THE UNITED STATES

Whereas the Secretary of Agriculture of the United States did, on the 3rd day of January, 1940, publish the following:

"ORDERS, REGULATIONS, AND DETERMINATIONS UNDER THE SUGAR ACT OF 1937 REINSTATED

"Whereas the President found and proclaimed, on the 11th day of September 1939, by Proclamation No. 2361, that a national economic emergency existed with respect to sugar and liquid sugar, and suspended the operation of Title 2 of the Sugar Act of 1937 in pursuance of section 509 thereof, and

"Whereas the President found and proclaimed, on the 26th day of December 1939, by Proclamation No. 2378, that the facts which occasioned such suspension no longer existed, and

"Whereas the suspension of Title 2 of the Sugar Act of 1937 made inoperative some of the orders, regulations, and determinations issued by the Secretary of Agriculture pursuant to said Act,

"Now, therefore, pursuant to the authority vested in the Secretary of Agriculture by the Sugar Act of 1937, I, H. A. Wallace, Secretary of Agriculture, do hereby reinstate and republish the following regulations which shall have the force and effect of law and shall continue in force and effect until amended or superseded by regulations hereinafter made by the Secretary of Agriculture: General Sugar Regulations Series 2, No. 1, ‘Entry of Sugar into the Continental United States’; General Sugar Regulations Series 2, No. 2, revised, Regulations Governing Notice and opportunity for Hearing Concerning Allotment of Quotas or Prorations Thereof and the Issuance of Orders pertaining Thereto’; General Sugar Regulations Series 2, No. 3, ‘Entry of Sugar into the Continental United States for Re-export,’ as said regulations are amended by General Sugar Regulations Series 2, No. 4, ‘Amendment to Orders, Regulations, and Determinations under the Sugar Act of 1937,’ and General Sugar Regulations Series 2, No. 3, ‘Handling of Excess Sugar in the United States.’

"In testimony whereof, I have hereunto set my hand and caused the official seal of the Department of Agriculture to be affixed in the District of Columbia, city of Washington, this 3rd of January 1940.

Now, therefore, I, Manuel L. Quezon, President of the Philippines, do give publicity to said "Orders, Regulations and Determinations Under the Sugar Act of 1937 Reinstated.’ for the information and guidance of all concerned.

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
