Proclamation No. 439

DECLARING THE NATIONAL ASSEMBLY TO REMAIN IN SPECIAL SESSION

Whereas, by Proclamation Numbered Four hundred twenty-eight, issued on August eighth, nineteen hundred and thirty-nine, the National Assembly was called in special session for the purpose of considering such amendments to the Constitution of the Philippines as will make operative sections one to five, inclusive, of the Act of Congress approved on August seventh, nineteen hundred and thirty-nine, entitled "An Act to amend an Act entitled ‘An Act to provide for the complete independence of the Philippine Islands, to provide for the adoption of a constitution and a form of government for the Philippine Islands, and for other purposes,’ " and such other amendments as the National Assembly may deem necessary; and also for the purpose of considering such measures as the Chief Executive may from time to time submit to it;

Whereas final action on important and urgent matters for which the National Assembly has been called in special session has not yet been taken;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby declare that the National Assembly may remain in special session until such time as the Assembly may have completed consideration of all matters pending before it, but not beyond thirty days, exclusive of Sundays, from August fifteenth, nineteen hundred and thirty-nine.

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.

Done at the City of Manila, this twenty-sixth day of August, in the year of Our Lord, nineteen hundred and thirty-nine, and of the Commonwealth of the Philippines, the fourth.
