Proclamation No. 252

ABSTENTION FROM ALL PUBLIC DEMONSTRATIONS IN FAVOR OF PARTIES ENGAGED IN THE ARMED CONFLICTS IN SPAIN AND IN CHINA.

Whereas the Government of the United States has declared its neutrality in the civil strife now raging in Spain and in the armed conflict now taking place in China;

Whereas the foreign affairs of the Philippines are under the direct supervision and control of the Government of the United States;

Whereas it is the duty of the Government of the Commonwealth to avoid any possible cause of embarrassment to the Government of the United States in its foreign relations;

Whereas the Filipino people are the friends of the Spanish people and of the Chinese and Japanese peoples; and

Whereas it is in the national interest of the Philippines that the most strict neutrality be maintained both by the Government of the Commonwealth and the Filipino people themselves in the hostilities in progress in Spain and in China;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers conferred upon me by law, do hereby call upon all the people residing in the Philippines, both national and foreign, to abstain from all public administrations in favor or against any of the parties engaged in the armed conflicts in Spain and in China and/or to form associations for the purpose of creating public sentiment in favor or against any of the contending parties in said conflicts.

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.

Done at the City of Manila, this third day of February in the year of Our Lord, nineteen hundred and thirty-eight, and of the Commonwealth of the Philippines, the third.
