MALACAÑAN PALACE Manila BY THE PRESIDENT OF THE PHILIPPINES Proclamation No. 51 RESERVING AND DESIGNATING AS MILISBILISAN FALL WATERSHED FOREST RESERVE FOR WATERSHED PROTECTION AND TIMBER PRODUCTION THE PARCEL OF THE PUBLIC DOMAIN, SITUATED IN THE MUNICIPALITY OF TALISAYAN, PROVINCE OF MISAMIS ORIENTAL, ISLAND OF MINDANAO. Upon the recommendation of the Director of Forestry, approved by the Secretary of Agriculture and Commerce, and pursuant to the provisions of section eighteen hundred and twenty-six of Act Numbered Twenty-seven hundred and eleven, known as the Revised Administrative Code, I, Manuel L. Quezon, President of the Philippines, hereby establish the Milisbilisan Fall Watershed Forest Reserve, and place it under the administration and control of the Bureau of Forestry, which shall have the authority to regulate the cutting, collection, and removal of timber and other forest products therein in accordance with the Forest Law and Regulations, for watershed protection and timber production, subject to private rights, if any there be, and to any and all rights and privileges of exploration, occupation, purchase, or otherwise granted or reserved to citizens by provisions of the Act of Congress of July first, nineteen hundred and two, known as the Philippine Bill. I, therefore, withdraw from sale or settlement, except as permitted or provided for in the aforesaid Act of Congress of July first, nineteen hundred and two, and hereby declare and proclaim to be the Milisbilisan Fall Watershed Forest Reserve that portion of the public domain, situated in the municipality of Talisayan, Province of Misamis Oriental, Island of Mindanao, and described in the Bureau of Forestry map No. F. R.-63, to wit: Beginning at a point marked 1 on Bureau of Forestry map No. F. R.-63, a tangile tree, 40 cm. diameter, marked F. R. 270/10, identical to corner 2 of Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental, which is S. 37ْ W., approximately 6,200 meters from the municipality of Talisayan, Misamis Oriental; thence S. 55ْ E., 310 meters to point 2, a balangao tree, 40 cm. diameter, marked F. R. 271/5 on east bank of Mindocdocan River; thence N. 73ْ E., 200 meters to point 3, a mayapis tree, 40 cm. diameter, marked F. R. 271/8 on slope; thence S. 52ْ E., 200 metes to point 4; a narig tree, 50 cm. diameter, marked F. R. 271/10 on west bank of Talisayan River; thence following Talisayan River upstream in a general southerly direction about 650 meters to point 5, a narig tree, 30 cm. diameter, marked F. R. 271/16 on west bank of Talisayan River; thence S. 56ْ W., 200 meters to point 6, a narig tree, 40 cm. diameter, marked F. R. 271/18 on south side of cutline; thence S. 61ْ W., 190 meters to point 7, a saripongpong tree, 30 cm. diameter, marked F. R. 271/20, identical to corner 11, of Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental; thence N. 69ْ W., 220 meters to point 8, an ilomitom tree, 40 cm. diameter, marked F. R. 271/22, identical to corner 10, of Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental; thence S. 69ْ W., 150 meters to point 9, a baying tree, 40 cm. diameter, marked F. R. 270/25, identical to corner 9, of Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental; thence following a trail in a general northerly direction about 390 meters to point 10, a tangile tree 40 cm. diameter, marked F. R. 270/21, identical to corner 8, a Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental; thence following a trail in a general northerly direction about 260 meters to point 11, a narig tree, 30 cm. diameter, marked F. R. 270/18, identical to corner 7 of Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental; thence N. 34ْ E., 110 meters to point 12, a tangile tree, 120 cm. diameter, marked F. R. 270/17, identical to corner 6, of Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental; thence N. 63ْ W., 220 meters to pint 13,a culipapa tree, 40 cm. diameter, marked F. R. 270/16, identical to corner 5, of Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental; thence following a trail in general northerly and northwesterly directions about 170 meters to point 14, a tangile tree, 50 cm. diameter, marked F. R. 270/14, identical to corner 4, of Communal Forest Parcel II Amd.-2 of Talisayan, Misamis Oriental; thence N. 70ْ E., 190 meters to point 15, a lanete tree, 25 cm. diameter, marked F. R. 270/12, identical to corner 3, of Communal Forest Parcel Ii Amd.-2 of Talisayan, Misamis Oriental; and thence S. 86ْ E., 110 meters to point 1, the point of beginning. Corners 1 to 15 were marked with the Bureau of Forestry official marking hatchet No. 317. Containing an area of 72 hectares, more or less. In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
