Proclamation No. 1

CALLING THE NATIONAL ASSEMBLY TO SPECIAL SESSION BEGINNING NOVEMBER 22, 1935

Whereas, with the inauguration of the Commonwealth of the Philippines it becomes necessary and expedient to have the National Assembly sit in special session for the consideration of such measures as may be necessary and convenient for the proper functioning of the Government in the light of the new national policies as proclaimed in the Constitution;

Now, therefore, pursuant to the provisions of Article VI, section three, paragraph three of the Constitution, I, Manuel L. Quezon, President of the Philippines, hereby call the National Assembly into a special session commencing on Friday, November twenty-second, nineteen hundred and thirty-five, at ten o’clock in the forenoon, for the purpose of considering and approving such measures as may be recommended by the President and such other general legislation as may be deemed conducive to the welfare of the people of the Philippines.

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.

Done at the City of Manila, this fifteenth day of November, in the year of Our Lord, nineteen hundred and thirty-five, and of the Commonwealth of the Philippines, the first.
