[ Memorandum Order No. 236, December 29, 2006 ]

EXPRESSING CONCURRENCE IN THE DEPUTATION OF LAW ENFORCEMENT AGENCIES AND OTHER CONCERNED AGENCIES OF THE GOVERNMENT, AS EMBODIED IN COMELEC RESOLUTION NO. 7761 PROMULGATED 27 NOVEMBER 2006, IN CONNECTION WITH THE MAY 14, 2007 SYCHRONIZED NATIONAL AND LOCAL ELECTIONS.

Pursuant to Article IX (C) Section 2 (4) of the 1987 Constitution, I, GLORIA MACAPAGAL–ARROYO, President of the Philippines, do hereby concur with Resolution No. 7761of the Commission on Elections (COMELEC), promulgated 27 November 2006, deputizing the Armed Forces of the Philippines (AFP) subject to the provisions of the Memorandum of Agreement between the COMELEC and the Department of Defense dated October 12, 2006, the National Police Commission (NAPOLCOM), the Philippine National Police (PNP), the Department of Education (DepEd), the Department of Public Works and Highways (DPWH) and the Department of the Interior and Local Government (DILG), for the exclusive purpose of ensuring free, orderly, honest, peaceful and credible conduct of the May 14, 2007 synchronized national and local elections.

Concurrence in particular is granted to the deputation of the AFP in cases of serious armed threats to the electoral process which the PNP cannot address.1aшphi1

The national and local officials and employees, law enforcement agencies and other instrumentalities of the government, including the Armed Forces of the Philippines, are hereby directed to coordinate and cooperate with the Commission on Elections in the performance of their duties and functions.

This Memorandum Order shall take effect immediately.
