[ Memorandum Order No. 43, September 23, 1992 ]

REITERATING THE PRIMARY AUTHORITY OF THE EXECUTIVE SECRETARY TO SIGN PAPERS “BY AUTHORITY OF THE PRESIDENT” AND ATTEST PRESIDENTIAL ISSUANCES UNLESS ATTESTATION IS SPECIFICALLY DELEGATED TO OTHER OFFICIALS BY HIM OR THE PRESIDENT PURSUANT TO BOOK III, SECTION 27 (10), OF THE 1987 ADMINISTRATIVE CODE

The primary authority of the Executive Secretary to sign papers “By authority of the President” and attest executive orders and other Presidential issuances unless attestation is specifically delegated to other officials by him or President pursuant to Book III, Section 27 (10), of the 1987 Administrative Code hereby reiterated.

Henceforth, the Executive Secretary may, by memorandum, determine papers that may be signed by the Assistant/Deputy Executive Secretaries “By authority of the President.”

Memorandum Order No. 28, dated August 11, 1992, relative to the signing authority of the Senior Deputy Executive Secretary and the Deputy Executive Secretary, is hereby revoked.ᇈWᑭHIL
