[ Memorandum Order No. 404, October 22, 1991 ]

DESIGNATING THE NEDA COMMITTEE ON INFRASTRUCTURE (INFRACOM) AS THE OVERALL COORDINATOR IN THE IMPLEMENTATION OF RA 6957

WHEREAS, Republic Act (RA) No. 6957 authorizes the Financing, Construction, Operation and Maintenance of Infrastructure Projects by the Private Sector and for other purposes;

WHEREAS, there is a need to coordinate the activities of the various government agencies, corporations and Local Government Units to ensure the effective and efficient implementation of RA No. 6957;

WHEREAS, Executive Order No. 230 mandates the NEDA Committee on Infrastructure (INFRACOM) to, among others, coordinate the activities of agencies including Government-Owned and Controlled Corporations concerned with infrastructure development;

IN VIEW THEREOF, the NEDA Committee on Infrastructure (INFRACOM) is hereby designated as the overall coordinating body in the implementation of RA 6957.

The INFRACOM shall perform the following tasks:

1. Coordinate with the implementing agencies/units in preparing the list of Build-Operate-Transfer and Build-Transfer eligible projects;

2. Undertake information campaigns to promote Build-Operate-Transfer/Build-Transfer schemes;

3. Liaise with the Private Sector and Congress to ensure their active participation in the implementation of RA 6957; and

4. Perform other tasks as may be necessary.1aшphi1

In the performance of the above functions, INFRACOM is authorized to call on any government department, corporation, office and instrumentality for necessary assistance.

The Secretariat of the Coordinating Council on the Philippine Assistance Program (CCPAP) shall assist as may be necessary and consistent with the mandate of the CCPAP in the performance of the abovementioned tasks.

This Memorandum Order shall take effect immediately.
