[ Memorandum Order No. 393, September 9, 1991 ]

DIRECTING THE ARMED FORCES OF THE PHILIPPINES AND THE PHILIPPINE NATIONAL POLICE TO REAFFIRM THEIR ADHERENCE TO THE PRINCIPLES OF HUMANITARIAN LAW AND HUMAN RIGHTS IN THE CONDUCT OF SECURITY/POLICE OPERATIONS.

Considering the urgent need to attenuate the hardships brought about by the various forms of insurgencies obtaining in the country today and to advance and promote generally accepted principles of humanitarian law and human rights prohibiting the violation of human dignity that vitiate free will, it is hereby directed that:

1. The Armed Forces of the Philippines and the Philippine National Police reaffirm their adherence to pertinent provisions of the 1987 Constitution, the Geneva Convention and United Nations declarations to which the Philippine Government is a signatory.

2. The same pertinent provisions shall be read, understood and adhered to closely by all members of the Armed Forces of the Philippines and National Police from the top echelons to the rank and file.1aшphi1 In this regard, the Secretary of National Defense and the Secretary of Interior and Local Government shall jointly issue Implementing Guidelines, a copy of which shall be furnished the Office of the President not later than thirty (30) days upon publication of this Memorandum Order.

This Memorandum Order shall take effect immediately.
