[ Memorandum Order No. 389, August 30, 1991 ]

CONSTITUTING A TECHNICAL-SCIENTIFIC COMMITTEE UNDER THE TASK FORCE ON THE REHABILITATION OF AREAS AFFECTED BY THE ERUPTIONS OF MT. PINATUBO CREATED UNDER MEMORANDUM ORDER NO. 369, SERIES OF 1991.

WHEREAS, the then Secretary of the Department of National Defense and Chairman of the National Disaster Coordinating Council has submitted an updated report on the eruptions of Mt. Pinatubo, its effects and the relief operations and services being undertaken and rendered in the affected areas; and

WHEREAS, he has recommended the constitution of a Technical-Scientific Committee under the Task Force on the Rehabilitation of Areas Affected by the Eruptions of Mt. Pinatubo created under Memorandum Order No. 369, series of 1991, to immediately undertake studies on mud and lahar flows and to provide immediate and long-range appropriate measures to reduce the hazards of such flows:

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

1. The constitution of a Technical-Scientific Committee under the Task Force on the Rehabilitation of Areas Affected by the Eruptions of Mt. Pinatubo created under Memorandum Order No. 369 to be composed of the following:

Chairman	–	The Secretary of the Department of Public Works and Highways or his authorized representative
Members	–	An Undersecretary each of the Department of Agriculture, Department of Environment and Natural Resources and Department of Science and Technology or their authorized representatives; and
	–	The Heads of the Affected Local Government Units or their authorized representatives.1aшphi1

The Committee shall primarily undertake studies on the flows of mud and lahar and recommend immediate and long-range measures to reduce the hazards of such flows and to minimize the damages caused by the same to the affected areas.

2. This Memorandum Order shall take effect immediately.
