CREATING AN INTER-AGENCY TASK FORCE ON INTEGRATED PLANNING OF GOVERNMENT LANDS IN METRO MANILA

WHEREAS, there are parcels of land owned by national government entities, such as the Department of Justice (DOJ), Department of Health (DOH), Department of Agriculture (DA), Department of Social Welfare and Development (DSWD) and Department of Environment and Natural Resources (DENR), situated in Metro Manila which have remained idle and/or unproductive;

WHEREAS, the continued unproductivity of these lands has adversely affected the growth and development of cities and municipalities in Metro Manila;

WHEREAS, there is an urgent need for coordinated planning to maximize the utilization of these lands to meet the development needs of component local government units;

WHEREAS, there is no agency/committee tasked to formulate an integrated plan for such government lands;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. An Inter-Agency Task Force on Integrated Planning of Government Lands in Metropolitan Manila, hereinafter referred to as the Task Force, is hereby created with the following membership:

Chairman Chairman, Metropolitan Manila Authority
Co-Chairman Director-General, National Economic Development Authority
Members Chairman, Housing and Land Use Regulatory Board

Chairman, Public Estates Authority

Director, Lands Management Bureau

General Manager, National Housing Authority

The Task Force may organize a Sub-Committee that will provide technical support.

The Metropolitan Manila Authority (MMA) shall serve as the Secretariat of the Task Force.

Section 2. The Task Force shall have the following objectives:

a. To identify idle and unproductive government lands in each city and municipality of Metropolitan Manila; and

b. To develop a comprehensive land utilization and resource management program responsive to the development needs of each component city/municipality of Metropolitan Manila.

Section 3. All departments, agencies, bureaus and other government instrumentalities are hereby directed to assist and cooperate with the Task Force in the attainment of its objectives.

Section 4. The Task Force shall have the following guidelines:

a. There is no new office created nor additional budget outlay appropriated on account of the creation of the said Task Force.

b. The Task Force Chairman and the Members shall perform their designated duties as part of their official functions without additional compensation.

c. The Task Force shall submit its recommendations to the President not later than sixty (60) days from the date of convening.1aшphi1

Section 5. This Memorandum Order shall take effect immediately.
