[ Memorandum Order No. 368, June 20, 1991 ]

Pursuant to CSC Memorandum Circular No. 12, series of 1991, and Cabinet Resolution No. 1, series of 1991, all heads of departments, bureaus and agencies of the national and local governments, including government-owned and controlled corporations, are enjoined to call for an employee assembly to discuss the implementation of PANIBAGONG SIGLA 2000 (PS 2000), in preparation for the Regional Assembly and finally the Second National Congress of Workers in Government on September 18–19, 1991. In this connection, the Training Staff of the Personnel Office is hereby authorized to convene an Employee Assembly on June 21, 1991, starting at 8:30 a.m., at the Briefing Room, 4th Floor of the Administration Building.

In view of the sensitivity of some of the issues which shall be deliberated upon such as those involving decision-making process and management skills (e.g. – Performance Appraisal, Management Techniques), it is imperative that all unit heads send to the Assembly at least three (3) representatives from the second level and two (2) from the first level. The third level is also enjoined to be represented considering that they are directly involved in enhancing the performance effectiveness of their subordinates.1aшphi1
