[ Memorandum Order No. 343, February 7, 1991 ]

AUTHORIZING PROFESSIONAL RACEHORSES TO PARTICIPATE IN SWEEPSTAKES RACES ON FEBRUARY 25, 1991

WHEREAS, in commemoration of the historic 1986 “People’s Power Revolution,” the Philippine Charity Sweepstakes Office will be holding its annual “Freedom Race” or the special sweepstakes race held every 25th of February for the past four years on February 25, 1991;

WHEREAS, Republic Act No. 1169, as amended, entitled “An Act Providing for Charity Sweepstakes Horse Races and Lotteries” allows only native horses that have not run for a prize previously in any race in the Philippines;

WHEREAS, in view of the significance of the “Freedom Race,” the biggest sweepstakes race for the year with over fifteen million pesos in prizes, the participating racehorses endowed with quality and competitiveness must come from the best racehorses in the country;

WHEREAS, the foregoing can be achieved only through the participation of professional and competitive racehorses that have already previously run for a prize in any race.1aшphi1

IN VIEW THEREOF, the Philippine Charity Sweepstakes Office is hereby authorized to accept professional or competitive racehorses to participate in its sweepstakes races on February 25, 1991 subject to such rules and regulations as its Board of Directors may promulgate. The phrase “professional racehorses” shall mean, for purposes of this Memorandum, as any racehorses which had previously run for a prize in any race.

This Order shall take effect immediately.
