AMENDING MEMORANDUM ORDER NO. 299 DATED JUNE 4, 1990 AUTHORIZING AGENCIES OF GOVERNMENT IMPLEMENTING INFRASTRUCTURE PROJECTS TO ADOPT PRE-PAYMENT BASIS IN THE PROCUREMENT OF THEIR CEMENT REQUIREMENT TO EXTEND THE EFFECTIVITY THEREOF FOR ANOTHER PERIOD OF SIX (6) MONTHS AND TO INCLUDE THEREIN REINFORCING STEEL BARS AND ASPHALT MATERIALS.

WHEREAS, the authority granted under Memorandum Order No. 299 dated June 4, 1990 allowing agencies of government implementing infrastructure projects to adopt pre-payment basis in the procurement of their cement requirement which took effect for a period of six (6) months ended on December 4, 1990;

WHEREAS, according to the Secretary of Public Works and Highways, there are considerable increases in labor cost and all construction materials for the past few months which have adversely affected the cash flow of the contractors; and

WHEREAS, the Secretary of Public Works and Highways recommended the extension of the effectivity of the aforesaid authority to assist the contractors in the implementation of the various infrastructure projects towards their earliest completion.1aшphi1

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby amend Memorandum Order No. 299 dated June 4, 1990 to extend the effectivity thereof for another period of six (6) months and to include therein reinforcing steel bars and asphalt materials as an exception to the prohibition under Section 88(1) of Presidential Decree No. 1445.

This Memorandum Order shall take effect immediately.
