In order to perform immediately the mandate of the Presidential Complaints and Action Office under the Executive Order No. 442, S. of 1991, an interim action staff is hereby organized as follows:

The Executive Committee shall be in charge of policy direction and development; the Secretariat shall provide support services and serve as the executive arm of the Committee.
The Heads of the various staffs and operating units shall immediately screen and select their respective personnel based on fitness, merit and delicate requirements of the Office.1aшphi1 The list of qualified personnel shall be subject to the approval of the Executive Committee who may thereafter submit the same to the Office of the Executive Secretary for approval.
This Order takes effect immediately.
