[ Memorandum Order No. 335, December 18, 1990 ]

AUTHORIZING THE TRANSFER OF AGENCY SAVINGS AND UNRELEASED APPROPRIATIONS PURSUANT TO ADMINISTRATIVE ORDER NO. 177 AND 197, BOTH SERIES OF 1990 TO THE RESERVE CONTROL ACCOUNT.

WHEREAS, the Reserve Control Account has been established as a funding source to cover any deficiency in budgetary provisions for salary standardization, including year-end benefits, as well as mandatory and priority programs and projects of the national government as authorized under Administrative Order No. 166, Series of 1990;

WHEREAS, Administrative Orders Nos. 177 and 197, both Series of 1990, directed all national government agencies to generate savings through various cost reductions measures;

WHEREAS, the available funds generated to constitute the Reserve Control Account and the savings generated from the implementation of Administrative Orders Nos. 177 and 197, both Series of 1990, may be used to fund the full implementation of the Salary Standardization Law, Republic Act No. 6758;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1.The Department of Budget and Management is hereby authorized, by way of augmentation, to transfer the savings generated pursuant to Administrative Orders Nos. 177 and 197, both Series of 1990, to the Reserve Control Account. Said augmentation shall be used to fund deficiencies in salary standardization of the different agencies and offices of the national government, including year-end benefits of officials and employees and retirement or separation benefits.

Section 2.The Department of Budget and Management shall report the status of implementation of this Memorandum Order to the Office of the President on or before January 15, 1991.1aшphi1

Section 3.This Memorandum Order shall take effect immediately.
