[ Memorandum Order No. 291, May 3, 1990 ]

AUTHORIZING THE GRANT OF TECHNICAL INCENTIVE ALLOWANCE TO AIR TRAFFIC CONTROLLERS, AIRWAYS COMMUNICATIONS AND AIR NAVIGATION FACILITIES TECHNICIANS AND THE UPGRADING OF THE AIRWAYS NAVIGATION AND AIR TRAFFIC DIVISIONS INTO SERVICES IN THE AIR TRANSPORTATION OFFICE

Pursuant to the powers vested in me by law, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:

Section 1. The positions classified under the following position titles shall be entitled to a monthly Technical Incentive Allowance of P1,000:

Position Title

Air Traffic Controller I, Air Traffic Controller II, Senior Air Traffic Controller, Supervising Air Traffic Controller, Chief Air Traffic Controller, Air Traffic Services Supervisor, Airways Communicator I, Airways Communicator II, Senior Airways Communicator, Supervising Airways Communicator, Chief Airways Communicator Services Supervisor, Communications Antenna Airways, Draftsman (Airways Engineering), Air Navigation Facilities Technician I, Air Navigation Facilities Technician II, Senior Air Navigation Facilities Technician, Supervising Air Navigation Facilities Technician, Chief Air Navigation Facilities Technician, Air Navigation Services Supervisor.

Section 2. The Airways Navigation and Air Traffic Division are hereby elevated to Services to recognize the higher level of management requirement of said organizational units. Each service shall be headed by a Director II and assisted by a Director I who shall similarly be entitled to the Technical Incentive Allowance as herein authorized.

Section 3. The grant of Technical Incentive Allowance shall be effective July 1, 1989 to June 30, 1990 only or until such time that the air transport services have been privatized.

Section 4. The amount as may be necessary to implement this Memorandum Order shall be drawn from savings of the Air Transportation Office’s programmed appropriations and from such other appropriations as may be determined by the Department of Budget and Management.

Section 5. The Department of Budget and Management shall issue the necessary rules and regulations to implement the provisions of this Memorandum Order.1aшphi1

Section 6. This Memorandum Order shall take effect immediately.
