MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 290, April 20, 1990 ] AUTHORIZING THE SECRETARY OF THE PRESIDENTIAL MANAGEMENT STAFF TO ACT ON ALL REQUESTS FOR REALIGNMENT AND COST ADJUSTMENT OF SCHOOL BUILDING PROJECTS AND OTHER PROGRAMS UNDER THE PRESIDENT’S SOCIAL FUND The Secretary of the Presidential Management Staff (PMS) is hereby authorized to act on all requests for realignment and cost adjustment of school building projects and other programs under the President’s Social Fund (PSF).
