[ Memorandum Order No. 208, December 7, 1988 ]

PROHIBITING THE GRANT OF INCENTIVE, MEDICAL AND SIMILAR

FORMS OF ALLOWANCES FOR CY 1988 AND FUTURE

YEARS

Section 4 of EO No. 147 dated March 3, 1987 provides that “The medical allowance granted under this Executive Order as well as under Executive Order No. 110 dated December 24, 1986 shall only be limited to CY 1986 operations. Similar benefits for 1987 and future years shall not be allowed, pending the results of a more comprehensive compensation study being done by the Department of Budget and Management.”

Memorandum Order No. 155 as amended by Memorandum Order No. 155-A provides that all payments/disbursements of government funds for incentive/medical allowance for CY 1987 are considered unlawful expenditures and all personnel granted such allowances are required to refund the same within a period of ten (10) months from the date of receipt of the guidelines governing this matter.

This Memorandum Order is issued to prohibit strictly all departments, bureaus, offices, agencies of the national government, state universities and colleges and all others concerned, from authorizing the payment of said allowances without legal basis.1aшphi1 All payments made in violation of this Memorandum Order shall be a personal liability of the head of Office concerned pursuant to Sections 103 and 106 of Presidential Decree No. 1445 (Government Auditing Code of the Philippines).

The Department of Budget and Management shall see to it that this Memorandum Order is strictly followed.

This Memorandum Order shall take effect immediately.
