[ Memorandum Order No. 202, November 24, 1988 ]

PROVIDING NEW GUIDELINES ON THE OPERATIONS OF BUSES AS PUBLIC TRANSPORTATION IN METROPOLITAN MANILA

WHEREAS, a viable, sufficient and dependable transportation system is essential for the economic recovery;

WHEREAS, the growing industry, trade and business in the Metropolitan Manila Area necessitate an immediate and distinct response;

WHEREAS, Letters of Instructions Nos. 532 and 1343 are no longer practical and have a hindrance to an immediate economic recovery in the Metropolitan Manila Area;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, do hereby order:

Section 1. (a) Any individual, group, partnership, corporation who/that may be allowed to operate buses as public transportation in Metropolitan Manila shall be subject to among others the economic and practical needs of the area as defined by the Route Measured Capacity of the route. In this respect, the economic planning services of the Department of Transportation and Communications shall assist the Land Transportation Franchising and Regulatory Board in conducting periodic field surveys in Metropolitan Manila and for the purpose of determining and updating the demand in each route.

(b) Any applicant shall have at least a minimum of ten (10) bus units to qualify as a Metro Manila Bus Operator.

(c) In the allocation of routes to the operators, the result of the periodic surveys as provided for in Section 1(a) hereof shall be the primary basis. It shall, however, be a basic policy that destructive competition among the operators shall be avoided.

Section 2. Only bus units conforming to the Metro Manila Standard Bus body design and specifications as approved by the Department of Transportation and Communications, shall be allowed to operate.1aшphi1

Section 3. Letters of Instructions Nos. 532 and 1343 are hereby repealed. All orders, issuances or instructions, or parts thereof, inconsistent with the provisions of this Memorandum Order are hereby repealed or amended accordingly.

Section 4. This Memorandum Order shall take effect immediately.
