BY THE PRESIDENT OF THE PHILIPPINES

[ Memorandum Order No. 201, November 15, 1988 ]

DIRECTING THAT ALL SAVINGS AND/OR UNEXPENDED BALANCES OF APPROPRIATIONS OF ALL EXECUTIVE DEPARTMENTS, BUREAUS, OFFICES AND AGENCIES OF THE GOVERNMENT INCURRED IN THE CURRENT YEAR SHALL BE POOLED BY THE DEPARTMENT OF BUDGET AND MANAGEMENT TO AUGMENT THE CALAMITY FUND UNDER THE 1988 GENERAL APPROPRIATIONS ACT.

WHEREAS, the recent calamities that occurred in the country this year have wrought massive destruction to life and property;

WHEREAS, essential infrastructure that had been damaged shall need immediate restoration, rehabilitation and reconstruction, and people in affected areas will need immediate and substantial relief and assistance;

WHEREAS, the calamity fund intended for aid, relief and rehabilitation services for the areas affected by calamities and for the repair and reconstruction of permanent structures destroyed, is insufficient to cover these activities;

WHEREAS, there is an urgent need to augment said fund to meet the needs of the calamity-stricken areas;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:

1. All savings and/or unexpended balances of appropriations of all executive departments, bureaus, offices and agencies of the National Government realized/remaining at the end of the Current Year shall be pooled by the Secretary of Budget and Management, to be used to augment the Calamity Fund authorized under R.A. 6642, the General Appropriations Act for CY 1988.

2. All executive departments, bureaus, offices and agencies of the National Government shall extend the necessary cooperation and support in determining their savings and shall report said savings immediately to the Department of Budget and Management to facilitate the implementation of this Memorandum Order.

This Memorandum Order shall take effect immediately.1aшphi1
