CREATING AN INTER-AGENCY COMMITTEE TO STUDY AND FORMULATE GUIDELINES ON AGREEMENTS REQUIRING SENATE CONCURRENCE

There is a necessity to determine the agreements to be submitted to the Senate for its concurrence under Section 21 Article VII, Const. (1987), which states: “No treaty or international agreement shall be valid and effective unless concurred in by at least two-thirds of all the Members of the Senate”.

In view thereof, an Inter-Agency Committee composed of representatives of the Departments of Foreign Affairs and Justice, and the Office of the President, is hereby created to study and to formulate the necessary guidelines regarding instruments to be submitted to the Senate for its concurrence.

The Committee is authorized to call upon the assistance of any Department, Agency or Office of the Government in the pursuit of its assigned functions.1aшphi1

The Committee shall submit its report to the Office of the President within sixty (60) days from the date hereof.
