[ Memorandum Order No. 173, May 16, 1988 ]

AUTHORIZING THE ADOPTION OF THE OP PAY PLAN AND ADDITIONAL ALLOWANCE FOR POSITIONS AUTHORIZED FOR FOREIGN-ASSISTED PROJECTS AND GRANTING OF HONORARIA FOR DETAILED PERSONNEL.

WHEREAS, Foreign-Assisted Projects are international commitments of the Government of the Philippines;

WHEREAS, completion of these projects within the predetermined schedule is important to the economic recovery program of the government;

WHEREAS, completion of these projects is dependent upon the competence of people hired to carry out its objectives;

WHEREAS, it is necessary that the compensation of personnel in foreign-assisted projects be made reasonably competitive to enable the government to recruit officials and employees capable of carrying out the activities of these projects;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, do hereby direct:

1. That all foreign-assisted projects shall adopt the Office of the President (OP) Pay Plan in the classification and pay rate setting of positions authorized for foreign-assisted projects;

2. That the authorized rates shall still be subject to the provisions of Section 33, General Provisions, RA 6642;

3. That additional allowance of 30% of basic pay shall be granted for all positions classified under the Professional Group;

4. That personnel detailed to a foreign-assisted project shall be entitled to receive honoraria at rates to be determined by the Department of Budget and Management;

5. That funds needed to implement this Memorandum Order shall come from project funds.1aшphi1

The Department of Budget and Management shall issue the necessary guidelines to implement this Order.

This Memorandum Order shall take effect immediately.
