Memorandum Order No. 144, dated December 29, 1987, “Creating a Management Improvement Committee in the Office of the President,” is hereby amended so as to designate Deputy Executive Secretary Magdangal B. Elma as Chairman of the Committee and to include the Assistant Executive Secretary for Legal Affairs and Assistant Secretary Jeremias R.
