[ Memorandum Order No. 84, April 30, 1987 ]

DIRECTING THE CABINET ACTION COMMITTEE ON LAND REFORM TO FORMULATE THE GUIDELINES FOR IMPLEMENTATION OF THE LAND DISTRIBUTION SCHEME IN NEGROS OCCIDENTAL

CONSIDERING that the President, under Memorandum Order No. 56 dated 11 December 1986, created a Special Task Force to study the 60-30-10 Proposal of Governor Daniel Lacson; and,

CONSIDERING further, that a Cabinet Action Committee (CAC) on Land Reform was subsequently created pursuant to a Memorandum Order dated 28 January 1987 to review and formulate policies related to agrarian reform;

NOW THEREFORE, it is hereby directed that:

1. The abovementioned Special Task Force, having completed its report on the aforementioned study, is hereby dissolved.

2. With the dissolution of the Task Force, the proposal for the rehabilitation of Negros Occidental shall be turned over to CAC on Land Reform which is hereby directed to formulate the guidelines for the implementation of the land distribution scheme, using the report of the Task Force as its framework.

3. As the lead implementing agency, the Department of Agrarian Reform shall coordinate closely with the Department of Agriculture (DA), Department of Energy, Environment and Natural Resources (DEENR), Department of Finance (DOF), Central Bank of the Philippines (CB), the provincial Government of Negros and other concerned agencies.

4. The land distribution scheme in Negros Occidental is not intended to replace the voluntary land sharing scheme of the Accelerated Land Reform Program (ALRP). Furthermore, any portion not covered under the aforesaid scheme shall be subject to such laws, policies and guidelines that may be promulgated to implement the ALRP.

5. The CAC on Land Reform shall come up with an implementable program before the start of this year’s planting season between May-June.1aшphi1

This Memorandum Order shall take effect immediately.
