[ Memorandum Order No. 80, April 10, 1987 ]

PROVIDING FOR THE RETURN OF THE CABINET SECRETARIAT FROM THE DEFUNCT OFFICE OF THE PRIME MINISTER (OPM) TO THE OFFICE OF THE PRESIDENT AND FOR OTHER PURPOSES.

WHEREAS, the Offices of the Prime Minister and the Cabinet Standing Committee were abolished pursuant to Section 3, Article 1 of the Freedom Constitution dated March 25, 1986;

WHEREAS, pursuant to Section 19 of Article XVIII (Transitory Provisions) of the 1986 Constitution, all properties, records, equipment, buildings, facilities, and other assets of any office or body abolished or reorganized under Proclamation No. 3 dated March 25, 1986 or this Constitution shall be transferred to the office body which its powers, functions and responsibilities substantially pertain;

WHEREAS, one of the common staff support units in the Office of the Prime Minister pursuant to the provision of Section 13 of Executive Order No. 708-s-81, is the Cabinet Secretariat which provided effective staff support and secretariat service to the Cabinet and other advisory bodies of the President, and was made Secretariat to the Cabinet Standing Committee pursuant to Section 5, of Executive Order No. 793-s-84;

WHEREAS, the present circumstances and developments require the Cabinet Secretariat and the functions of the Cabinet Standing Committee to be directly under the Office of the President.1aшphi1

IN VIEW OF THE FOREGOING, the Cabinet Secretariat personnel and the other OP personnel actually working with the Secretariat are hereby returned and/or transferred to the Office of the President of the Philippines (Office of the Cabinet Secretary), including the applicable appropriations, plantilla items, records, property and equipment of both offices.

This Order shall take effect immediately.
