CREATING A COMMUNITY EMPLOYMENT AND DEVELOPMENT PROGRAM (CEDP) INTER-AGENCY COMMITTEE

WHEREAS, to speed up economic recovery, the Government has launched a nationwide community development program which is rural-based and employment oriented, known as the Community Employment and Development Program (CEDP);

WHEREAS, there is a need to coordinate and monitor the implementation of various projects of this Program to ensure the judicious utilization of public funds;

IN VIEW THEREOF, the Community Employment and Development Program (CEDP) Inter-Agency Committee, hereinafter referred to as the Inter-Agency Committee, is hereby created, composed of the following:

1. Director-General of NEDA or her duly authorized representative Chairperson
2. Secretary of the Budget and Management or his duly authorized representative Co-Chairperson
3. Secretary of Agrarian Reform or his duly authorized representative Member
4. Secretary of Natural Resources or his duly authorized representative Member
5. Secretary of Agriculture or his duly authorized representative Member
6. Secretary of Social Services and Development or her duly authorized representative Member
7. Secretary of Justice or his duly authorized representative Member
8. Secretary of Trade and Industry or his duly authorized representative Member
9. Secretary of Public Works and Highways or his duly authorized representative Member
10. Secretary of Transportation and Communications or his duly authorized representative Member
11. Secretary of Local Government or his duly authorized representative Member
12. Secretary of Labor and Employment or his duly authorized representative Member
13. Duly authorized official – Office of the President Presidential Management Staff Member

The Inter-Agency Committee shall be responsible to the President on any matter concerning the Community Employment and Development Program and shall have the following functions:

A) Formulate the Community Employment and Development Program plans and programs;

B) Coordinate the efforts of all agencies involved in the program;

C) Act on any problem reported;

D) Evaluate the Community Employment and Development Program in terms of plans and program; and

E) Report directly to the President significant information or any matter requiring Presidential attention or action.

The Chairpersons of the said Committee shall be authorized to implement the objectives of this monitoring system.

The National Economic and Development Authority shall act as the Secretariat of this Inter-Agency Committee.

The amount necessary for the implementation of this monitoring system shall be shouldered by the different departments concerned.

This Memorandum Order shall take effect immediately.
