[ Memorandum Order No. 74, March 9, 1987 ]

CREATING A COMMITTEE TO UNDERTAKE A STUDY ON PUBLIC SECTOR UNIONISM AND TO RECOMMEND APPROPRIATE MEASURES THEREON

WHEREAS, Section 8, Article III of the 1987 Constitution provides that “The right of the people, including those employed in the public and private sectors, to form unions, associations, or societies for purposes not contrary to law shall not be abridged”;

WHEREAS, as there has been no substantial experience on the subjects of public sector unionism and mass actions in government institutions, it is necessary that an exhaustive study on these matters be made;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:

Section 1. There is hereby created a Committee to undertake a study on public sector unionism to be composed of the following:

(a) The Secretary, Department of Labor and Employment Chairman
(b) The Chairman, Civil Service Commission Member
(c) The Secretary, Department of Justice Member
(d) The Secretary, Department of Budget and Management Member
(e) The President and General Manager, Government Service Insurance System Member

Section 2. The Committee shall submit to the Office of the President its findings and recommendations within sixty (60) days from the date of this Memorandum Order.1aшphi1
