[ Memorandum Order No. 72, February 18, 1987 ]

AUTHORIZING PROFESSIONAL RACEHORSES TO PARTICIPATE IN SWEEPSTAKES RACES ON FEBRUARY 25, 1987.

WHEREAS, the Philippine Charity Sweepstakes Office (PCSO) is authorized under Republic Act No. 1169, as amended by Batas Pambansa Blg. 42, to hold charity horse race sweepstakes under such rules and regulations as shall be promulgated by its Board of Directors;

WHEREAS, the PCSO to date has held sweepstakes horse races only for horses born in the Philippines that have not run for a prize previously in any race;

WHEREAS, the sweepstakes races to be held on the aforementioned date carry special significance as they are timed with the observance of an historic occasion in the nation’s search for justice and freedom – “PAGDIRIWANG NG PEOPLE POWER.”

IN VIEW THEREOF, the Philippine Charity Sweepstakes Office is hereby authorized to accept professional racehorses to participate in its sweepstakes races on February 25, 1987, subject to such rules and regulations as its Board of Directors may promulgate. The phrase “professional racehorses” shall mean, for purposes of this memorandum, as any racehorse which had previously ran for a prize in any race.

This Order shall take effect immediately.1aшphi1
