[ Memorandum Order No. 140, December 10, 1987 ]

AUTHORIZING PROFESSIONAL RACEHORSES TO PARTICIPATE IN SWEEPSTAKES RACES ON FEBRUARY 25, 1988.

WHEREAS, the Philippine Charity Sweepstakes Office (PCSO) is authorized under Republic Act No. 1169, as amended by Batas Pambansa Blg. 42, to hold charity horse race sweepstakes under such rules and regulations as shall be promulgated by its Board of Directors;

WHEREAS, the PCSO to date has held sweepstakes horse races only for horses born in the Philippines that have not run for a prize previously in any race resulting in PCSO’s inability to attract professional horse owners to participate in its sweepstakes races;

WHEREAS, such practice has effectively limited PCSO’s fund generation capability by way of commissions and other benefits from its sweepstakes races aside from defeating the major purposes for PCSO’s creation which has the improvement of horse breeding in the Philippines.1aшphi1

IN VIEW THEREOF, the Philippine Charity Sweepstakes Office is hereby authorized to accept professional or competitive racehorses to participate in its sweepstakes races on February 25, 1988, subject to such rules and regulations as its Board of Directors may promulgate. The phrase “professional racehorses” shall mean, for purposes of this Memorandum, as any racehorse which had previously run for a prize in any race.

This Order shall take effect immediately.
