MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 138, December 9, 1987 ] AUTHORIZING THE DIRECT RELEASE OF BUDGETARY APPROPRIATIONS FOR COMMUNAL IRRIGATION TO THE NATIONAL IRRIGATION ADMINISTRATION. The unreleased balance of programmed appropriations for communal irrigation for 1987 is hereby authorized to be released directly to the National Irrigation Administration, instead of being coursed through the Department of Agriculture. The Department of Budget and Management is hereby authorized to effect this direct release. This Memorandum Order takes effect immediately.1aшphi1 By authority of the President (Sgd.)
