[ Memorandum Order No. 133, November 18, 1987 ]

DIRECTING THE SECRETARY OF HEALTH TO PROPERLY IMPLEMENT THE NATIONAL DRUG POLICY SET FORTH IN EXECUTIVE ORDERS NOS. 174 AND 175.

WHEREAS, a national drug policy has been set forth in Executive Order No. 174 amending the Pharmacy Law and Executive Order No. 175 amending the Food, Drugs and Cosmetics Law;

WHEREAS, the principal elements of such national drug policy are:

1. Competent, fair, honest, effective regulation via a strengthened Bureau of Food and Drugs;

2. Stronger government role in procurement, production and distribution of drugs and pharmaceuticals;

3. Wider dissemination of adequate and accurate information on drugs and medicines to both physicians and the public at large; and

4. Coordination of investment and trade policies to achieve self-sufficiency in good quality, affordable pharmaceuticals;

AND WHEREAS, the proper implementation of the national drug policy is a priority of Government;

IN VIEW THEREOF, the Secretary of Health is hereby directed to properly implement the national drug policy by undertaking appropriate steps, measures, and action within his authority and the resources of his Department, to effect the delivery to the people of affordable, safe, effective, and good quality drugs and medicines.

All other Department and offices shall extend the necessary cooperation and support to facilitate the implementation of the national drug policy.1aшphi1

This Order shall take effect immediately.
