[ Memorandum Order No. 127, November 11, 1987 ]

RELEASING AS RESERVED SITE FOR THE NATIONAL GOVERNMENT CENTER THE REMAINING FIFTY (50) HECTARES OF THE NATIONAL HOUSING AUTHORITY (NHA) PROPERTY COVERED BY PROCLAMATION NO. 481, AND FOR OTHER PURPOSES.

WHEREAS, Proclamation No. 481, dated October 24, 1968, reserved an area of 120 hectares, more or less, of the National Housing Authority (NHA) property covered by Transfer Certificate of Title No. 1356, as the site of the National Government Center;

WHEREAS, LOI 473, series of 1974, transferred the site of the National Government Center to the vicinity of the Congress of the Philippines, formerly Batasan Pambansa, without expressly releasing the area covered by Proclamation No. 481, as reserved site of the National Government Center;

WHEREAS, it is in the best interest of the Government particularly the National Housing Authority, that the unsold portions of the 120 hectares reserved area, consisting of, more of less, 50 hectares, be released as reserved under Proclamation No. 481.1aшphi1

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order and direct the following:

1. That the 50 hectares, more or less, remaining out of the 120 hectares of the NHA property reserved as site of National Government Center under Proclamation No. 481, be released as reserved site for the National Government Center;

2. That said area may be converted into a commercial area;

3. That the NHA is hereby authorized to sell said released area to the private sector; and

4. That the sale shall be through public bidding as required by law, and shall be subject to review by the Technical Committee composed of the heads of the five Government Financial Institutions and final approval by the Office of the President.

This Memorandum Order shall take effect immediately.
