RELEASE OF FUNDS FOR THE LOCAL COMMUNITIES ASSISTANCE PROGRAM (LCAP)
WHEREAS, the Local Communities Assistance Program (LCAP) was established to finance National Government budgetary support to communities afflicted with insurgency and peace and order problem;
WHEREAS, under Executive Order No. 87, the General Appropriation Act of CY 1987, P1 Billion of the LCAP appropriation is intended for the implementation of the National Reconciliation and Development Program (NRDP), and P240 Million is earmarked for LCAP Proper-assisted projects and activities;
WHEREAS, there is an immediate need to release the LCAP funds to promote the people’s welfare in insurgency-afflicted communities;
NOW, THEREFORE, it is hereby ordered that:
1. The Department of Budget and Management shall release the funds for the LCAP Proper to the National Economic and Development Authority (NEDA) and the Local Government Units, as follows:

NEDA – P40 Million current operating expenditures |

Local Government Units – P200 Million Capital Outlays |
2. The rules and regulations for the proper implementation of this program for CY 1987 and subsequent years shall be issued by NEDA in coordination with the Department of Budget and Management, the Department of Local Government and the Commission on Audit.
This MEMORANDUM ORDER shall take effect immediately.1aшphi1
