MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 802, July 12, 1983 ] AUTHORIZING THE ATTENDANCE AND PARTICIPATION ON OFFICIAL TIME OF OFFICIALS AND EMPLOYEES OF AGENCIES UNDER THE OFFICE OF THE PRESIDENT IN THE SPORTS ACTIVITIES OF THE OFFICE OF THE PRESIDENT ATHLETIC LEAGUE (OPAL) In line with the President’s policy of promoting physical and mental fitness through sports, the Office of the President Athletic League (OPAL) has been conducting annual athletic programs since 1978. All heads of agencies under the Office of the President who are members of the league are hereby authorized to allow as many officials and employees as may be excused on official time to participate in the annual athletic program of the league. Participating athletes and players, including their managers, coaches, trainers and official photographers as well as other members of their media crew covering the sports events of the league, shall be entitled to ordinary transportation expenses and reasonable allowances not exceeding ₱40.00 per day, for actual participation in such sports events, including authorized practice days, chargeable against any available funds of their respective agencies, subject to the usual accounting and auditing requirements.1aшphi1 All officials and employees concerned are hereby directed to give their full support and active participation in this athletic program.
