REMINDING ALL CONCERNED OF THE PROHIBITION AGAINST THE PREPARATION OF APPOINTMENT PAPERS WITHOUT COURSING THROUGH THE PERSONNEL OFFICE OR THE PROMOTION/SELECTION BOARDS

It has come to my attention that some appointment papers in this Office have been prepared elsewhere other than in the Personnel Office and are not coursed through the Promotion/Selection Boards, in violation of standing regulations, procedures and guidelines on appointments. Consequently, in a number of cases these appointments contain erroneous data or information such as incorrect item number, position title and/or allowable salary. In one case a draft of an appointment was even prepared and submitted for my signature to a position which does not exist, and in another instance, to a position that was still occupied by an incumbent.1aшphi1

It is imperative that this irregular practice be immediately discontinued in order to obviate the issuance of such unauthorized and deffective appointments in the future.

It is, therefore, directed that henceforth, all appointment papers in this Office shall be prepared by the Personnel Office only and passed upon by the Promotion/Selection Boards before they are submitted to the Presidential Executive Assistant for consideration.

Strict compliance with this Order is enjoined.
