CREATING AN INTERIM SECRETARIAT FOR THE COMMISSION ON FILIPINOS OVERSEAS
Pending the formal organization of the Commission Filipinos Overseas created under Batas Pambansa Big. 74, there is hereby created an Interim Secretariat for the said Commission composed of the following:

The Secretariat shall perform the following functions:
1. It shall receive the records, property and equipment, including the fifteen (15) personnel of the defunct Office Emigrant Affairs, Ministry of Labor and Employment, being transferred to the Commission on Filipinos Overseas by the Minister of Labor and Employment in his attached letter dated September 12, 1980:
2. It shall find a suitable place where the aforementioned records, property and equipment can be stored; and
3. It shall study and prepare the mechanics for the early organization of the Commission consistent with the provisions of Batas Pambansa Blg. 79.1aшphi1
The Secretariat shall submit to the President, through the undersigned, a report on the implementation of this Order within a period of two weeks from the date thereof.
This Memorandum Order takes effect immediately.
