CREATING A COMMITTEE TO STUDY THE STAFFING PATTERNS, CLASSIFICATION AND COMPENSATION, AND QUALIFICATION REQUIREMENTS OF EDP POSITIONS IN THE GOVERNMENT FOR PURPOSES OF STANDARDIZATION

WHEREAS, the maintenance of EDP experts in the career service is imperative for computer technology to substantially aid national development;

WHEREAS, the present discrepancies in EDP position classification account for disparities in compensation which may give rise to demoralization;

WHEREAS, a standardized position classification will bring about a more equitable compensation scheme for Government EDP personnel; and

WHEREAS, a systematized staffing of government EDP installations will enhance productivity;

NOW, THEREFORE, to ensure the recruitment and maintenance of EDP experts in the government service, a Committee is hereby created to determine standards for qualification requirements, classification and compensation of EDP personnel and staffing patterns of government EDP installations. The Committee shall be composed of:

Representative, Civil Service Commission Chairman
Representative/s, National Computer Center Members
Representative/s, Office of Compensation and Position Classification, Ministry of the Budget Members
Representative/s, Office of Compensation and Position Classification, Ministry of the Budget Members

The Committee shall be charged with the following tasks:

1. Review and evaluate existing and proposed staffing patterns of EDP installations in the national and local government as well as government-owned or controlled corporations.

2. Determine and standardize the classification and compensation for all EDP positions.

3.  Study, evaluate and establish qualification standards for EDP positions.1aшphi1

4. Make recommendations on staffing patterns, position classification, compensation and qualification standards for EDP positions for adoption by the government.

A Secretariat to be drawn from the member agencies shall support the Committee in undertaking its tasks.

The Committee may call upon any ministry, bureau, office, agency, or instrumentality of the government for such assistance as it may need in the performance of its functions.

The Committee shall submit reports and recommendations to the President.
